Owen Sound's geography is one of its greatest assets.
The harbour, rivers, escarpment and bay help define the City.
They also shape how people move.
A relatively short distance on a map can require a much longer trip by road. Traffic from the west side, northwest, downtown, east side, hospital area and regional commercial areas is channelled through a limited number of routes. When one important route is congested, under construction, blocked by an incident or affected by weather, the effect can spread through the transportation network.
That raises a legitimate long-term question:
Does Owen Sound need another major east-west connection across the inner harbour or river system?
My existing proposal identifies a crossing generally connecting the 14th Street West area toward the east side, with the broader objective of improving emergency response, transportation resilience and everyday movement across the City. It also raises the possibility of coordinating future healthcare planning with a new transportation corridor.
This idea is not entirely new.
Owen Sound's 2010 Transportation Master Plan examined a new Sydenham River or inner-harbour crossing as one transportation alternative. The study considered bridge locations around 11th Street West and 14th Street West. It described the purpose as providing additional east-west capacity, relieving pressure on the 10th Street corridor and creating another pedestrian and cycling connection.
That study did not recommend building the bridge at the time. Its preferred long-term strategy was instead to maximize the usefulness of existing infrastructure through a multimodal transportation approach.
That distinction matters.
We should not take a sixteen-year-old bridge concept, assume the answer has already been established and begin asking governments for construction money.
We should update the question.
Owen Sound's April 2026 adopted Official Plan specifically says the Transportation Master Plan should be updated after the Official Plan review to determine whether its earlier conclusions remain valid. The same plan preserves options for a future inner-harbour crossing, including a corridor through 12th Street West and an alternative along 11th Street West and East. It also protects lands near the end of 14th Street West from development that could eliminate future bridge options.
That gives us a clear starting point:
Preserve the option. Update the evidence. Define the problem. Study the alternatives. Then decide whether a crossing deserves to be built.
14.1Define the Problem Before Choosing the Bridge
A bridge is a solution.
We must first prove the problem.
The Year One transportation study should determine whether Owen Sound faces a significant problem involving one or more of the following:
- emergency response;
- east-west travel time;
- transportation redundancy;
- downtown congestion;
- commercial traffic;
- regional traffic;
- future development;
- hospital access;
- transit connectivity;
- cycling;
- pedestrian connectivity;
- evacuation or emergency routing;
- harbour redevelopment;
- resilience during construction or road closures.
Each problem should be measured separately.
A road that is inconvenient at 4:30 p.m. is not automatically an emergency-response problem.
An ambulance route problem is not automatically solved by the same bridge that best serves commercial traffic.
A pedestrian connection may have a completely different cost and design than a major vehicular crossing.
We should resist the temptation to combine unrelated problems simply to strengthen a political argument.
The business case should tell us what problem is actually significant.
14.2Update the Transportation Master Plan
The first major action should be an update to Owen Sound's Transportation Master Plan.
The City's April 2026 adopted Official Plan already calls for this update so that current traffic conditions and projections can be examined and the conclusions of the existing Transportation Master Plan can be tested again.
That is exactly the work this proposal requires.
The Updated Study Should Examine
- current traffic counts;
- current congestion;
- seasonal traffic;
- truck movements;
- emergency-response routes;
- transit;
- walking;
- cycling;
- future population;
- planned development;
- West Harbour redevelopment;
- East Harbour redevelopment;
- hospital and healthcare traffic;
- major employment areas;
- regional commercial traffic;
- County road connections;
- existing bridge capacity;
- anticipated construction and asset renewal.
Start With Current Conditions
The previous Transportation Master Plan projected conditions to 2026.
We are now in 2026.
That gives us an unusual opportunity.
We can compare:
What the previous model predicted
with
What actually happened.
That comparison will help improve the new model.
If the earlier forecasts were accurate, we learn something.
If travel patterns developed differently, we learn something equally important.
Good planning should correct itself when reality provides better information.
14.3Call It What It Is
The phrase second east-west crossing is useful as a campaign shorthand, but the final business plan should define it carefully.
Owen Sound already has several east-west crossings of the Sydenham River in and around the downtown area. The 2010 Transportation Master Plan specifically evaluated travel across the river using 8th, 9th and 10th Streets.
The proposal is therefore more accurately described as:
A new northern east-west crossing of the inner harbour or Sydenham corridor.
or simply:
The Inner Harbour Crossing.
The exact name can be decided later.
The important thing is that residents understand the proposal is not claiming Owen Sound currently has only one east-west bridge.
The problem being examined is whether the City needs an additional major connection farther north.
14.4Existing Infrastructure Comes First
The first alternative in the study must always be:
Can we solve the problem using what we already have?
The 2010 Transportation Master Plan ultimately preferred an approach that maximized the use of the existing network rather than constructing a new bridge.
We should revisit that conclusion honestly.
Possible improvements could include:
- traffic-signal coordination;
- turning improvements;
- intersection redesign;
- alternate routing;
- transit improvements;
- active transportation;
- better freight routing;
- emergency signal priority;
- parking changes;
- road-network changes;
- improved wayfinding;
- targeted widening where appropriate.
If a $5 million series of network improvements produces most of the benefit of a substantially more expensive bridge, residents should know that.
If existing infrastructure cannot reasonably provide the redundancy or response improvement we need, residents should know that too.
The bridge should compete against the alternatives.
It should not be protected from them.
14.5Emergency Response
Emergency response is one of the strongest reasons to investigate an additional crossing.
It should also be one of the most carefully measured.
We should begin by asking Fire, Police, Grey County Paramedic Services and other emergency partners to identify the actual transportation constraints they experience.
The Emergency Response Study Should Examine
- current travel times;
- major emergency destinations;
- frequency of delays;
- bridge or road closures;
- construction impacts;
- weather impacts;
- routes to Brightshores Owen Sound Hospital;
- routes from west-side and regional communities;
- routes between emergency stations and neighbourhoods;
- alternative routes when a major corridor is unavailable.
Do Not Begin With the Conclusion
We should not ask emergency services:
"How much would this bridge improve response?"
We should first ask:
Where are your transportation vulnerabilities?
If the answer points toward a harbour crossing, that strengthens the case.
If the major problem lies elsewhere, we should solve the problem that actually exists.
Emergency Resilience
The study should also ask what happens if one major route becomes unavailable.
A transportation network should not be judged only under normal conditions.
We need to understand its resilience when something goes wrong.
14.6Everyday Transportation
A new crossing cannot be justified only by the fact that it would be convenient.
Convenience still has economic and community value.
The question is whether the value is large enough to justify the cost.
The business case should measure:
- travel time;
- vehicle kilometres;
- intersection delay;
- downtown traffic;
- commercial traffic;
- west-to-east travel;
- east-to-west travel;
- regional trips;
- seasonal trips;
- future trips.
Origin and Destination
One of the most important questions is:
Where are people actually coming from, and where are they actually going?
A vehicle crossing downtown may be:
- going downtown;
- travelling through downtown;
- going to the hospital;
- travelling to 16th Street East;
- travelling to a west-side neighbourhood;
- travelling between Grey and Bruce County communities.
Those trips require different transportation solutions.
The previous Transportation Master Plan identified Owen Sound as an important regional destination for work and shopping and examined the role that a new crossing could play in redistributing some east-west traffic.
That regional role should be measured again using current information.
14.7The Corridor Options
No route should be declared final before the transportation and engineering work is complete.
There are, however, existing corridors that should remain part of the study.
Option A: Existing Network Only
No new crossing.
Improve existing roads, intersections, signals, transit and active transportation.
This remains a legitimate option.
Option B: 11th Street Corridor
The 2010 Transportation Master Plan examined an 11th Street West crossing. At that time it estimated a relatively short crossing but identified east-side property and connection challenges.
The April 2026 adopted Official Plan continues to identify an alternative bridge route along 11th Street West and 11th Street East.
That corridor should remain in the analysis.
Option C: 12th Street West Corridor
The April 2026 adopted Official Plan specifically preserves a corridor through 12th Street West to keep open the possibility of a future inner-harbour bridge.
The eastern connection and full corridor would need to be established through updated transportation and engineering work.
Option D: 14th Street West Area
The 2010 Transportation Master Plan examined a crossing aligned generally with 14th Street West. It estimated a much longer harbour crossing and noted both strong road-network connections and possible interference with harbour activity.
The April 2026 adopted Official Plan also protects lands east of 1st Avenue West near the end of 14th Street West and north of 11th Street West so that future bridge options are not eliminated through development.
My proposed 14th Street West concept should therefore be treated as a candidate alignment, not a predetermined final route.
Option E: Another Alignment
The updated study may identify a better option.
If so, we should be willing to consider it.
The purpose of preserving corridors is to preserve choice.
Not to predetermine the answer.
14.8The 14th Street West Concept
I remain particularly interested in the 14th Street West area because it may offer the possibility of creating a stronger northern east-west connection rather than adding further concentration to existing downtown routes.
That hypothesis should be tested.
Questions to Answer
- Where exactly would the western approach begin?
- Where exactly would the eastern approach land?
- Which east-side street provides the best connection?
- How would the route connect to 16th Street East?
- How would it connect to existing west-side arterial roads?
- What property would be required?
- Would industrial or harbour operations be affected?
- What vertical clearance would be needed?
- Would the crossing need to accommodate large vessels?
- Would the structure be fixed or movable?
- How would walking and cycling be incorporated?
- What is the effect on neighbourhoods?
- What is the effect on future waterfront redevelopment?
Do Not Force 14th West to 12th East Onto the Map
The existing proposal describes a connection from approximately 14th Street West toward 12th Street East.
That should remain the concept being tested.
It should not become a requirement imposed upon the engineering study.
If the correct connection is:
- 11th Street;
- 12th Street;
- another east-side street;
- a curved alignment;
- a different approach;
the evidence should decide.
The public promise is to investigate a northern crossing.
Not to force engineers to prove a line drawn before the study began.
14.9Not Just a Car Bridge
If Owen Sound ultimately constructs another crossing, it should be designed for the City we expect to have for many decades.
The 2010 Transportation Master Plan envisioned both proposed bridge options as multimodal crossings with vehicle lanes, cycling facilities and sidewalks.
That principle remains sound.
A future crossing should consider:
- vehicles;
- emergency vehicles;
- pedestrians;
- cyclists;
- accessibility;
- transit;
- commercial transportation;
- snow clearing;
- future transportation technology.
Walking and Cycling
A bridge can shorten pedestrian and cycling journeys substantially if it connects neighbourhoods that are currently separated by the harbour.
That benefit should be measured as part of the business case.
Accessibility
A crossing should consider:
- grades;
- sidewalk width;
- mobility devices;
- rest opportunities where appropriate;
- safe approaches;
- winter use.
Transit
The study should examine whether a northern crossing could create:
- more direct transit routes;
- faster connections;
- new route options;
- improved access to major employment or healthcare destinations.
A bridge built for one transportation mode would be a missed opportunity.
14.10Harbour Navigation
The harbour is not simply an empty space across which we can place a bridge.
It remains a water transportation corridor.
That has both engineering and federal legal implications.
Transport Canada administers the Canadian Navigable Waters Act. Bridges are among the classes of major works that may require federal approval where they affect navigation. Transport Canada's Navigation Protection Program protects the public right of navigation and reviews works constructed over, under, through or across navigable waters.
This means any harbour bridge study must answer questions such as:
- what vessels currently use the area;
- what vessels may reasonably use it in the future;
- required horizontal clearance;
- required vertical clearance;
- whether a movable span would be required;
- construction effects on navigation;
- harbour operations;
- recreational boating;
- emergency marine access.
Fixed or Movable
A fixed bridge may offer:
- lower operating complexity;
- potentially lower lifecycle maintenance;
- greater transportation reliability.
But sufficient clearance may require:
- greater height;
- longer approaches;
- different urban impacts.
A movable bridge may preserve navigation with lower roadway elevation but introduces:
- mechanical systems;
- operating cost;
- maintenance;
- traffic interruptions;
- staffing or remote-operation requirements;
- additional failure modes.
The business case must compare the entire lifecycle.
Not simply construction cost.
14.11Harbour Industry
The 2010 study specifically noted that a 14th Street West alignment could interact with harbour activity near the storage silos.
That issue requires current investigation.
We should understand:
- existing industrial operations;
- truck routes;
- vessel access;
- rail interests;
- loading operations;
- future industrial plans;
- property access.
A bridge intended to improve economic movement should not accidentally damage a functioning economic asset.
Coexistence
The preferred outcome should be:
Transportation improvement that strengthens the harbour rather than dividing transportation from harbour activity.
If the two cannot reasonably coexist at a particular location, that fact should influence the route.
14.12Environment
A new harbour crossing would have environmental consequences that must be understood before approval.
The study should consider:
- water;
- fish and aquatic habitat;
- shoreline;
- sediment;
- stormwater;
- erosion;
- flooding;
- vegetation;
- wildlife;
- construction disturbance;
- noise;
- air quality;
- contaminated lands where applicable;
- long-term maintenance.
Owen Sound's April 2026 adopted Official Plan expressly recognizes that transportation improvements may require approval under Ontario's environmental-assessment legislation.
Ontario is also changing the environmental-assessment framework for municipal infrastructure, with new municipal project rules scheduled to take effect January 1, 2027. The exact provincial assessment pathway should therefore be confirmed when the project formally begins rather than relying on an outdated description of the process.
Conservation Authority
Development in or near watercourses, shorelines and regulated hazard areas may also engage Ontario's Conservation Authorities Act and Ontario Regulation 41/24, which regulates activities affecting matters such as flooding, erosion, unstable soils and watercourses.
The appropriate agencies should be brought into the process early.
Permits should not become an issue discovered after design is substantially complete.
14.13Saugeen Ojibway Nation
Saugeen Ojibway Nation must be engaged early in any serious harbour-crossing discussion.
Not after the preferred bridge has already been selected.
Not after the funding announcement.
Not after engineering drawings are complete.
Early.
The harbour, water, shoreline, fish habitat and surrounding lands can engage rights, interests, history and relationships extending far beyond an ordinary municipal construction project.
The approach should begin with:
We are examining whether a transportation problem exists and whether another crossing may be part of the answer. We would like to understand your concerns and priorities before the alternatives are narrowed.
This is consistent with the broader commitment in this plan to establish a stronger formal relationship with Saugeen Ojibway Nation and to listen first on matters of shared importance.
Indigenous Engagement Should Inform
- corridor alternatives;
- environmental study;
- water;
- fisheries;
- heritage;
- archaeology;
- shoreline;
- public interpretation;
- economic opportunities;
- construction;
- long-term stewardship.
The relationship should continue regardless of whether the bridge proceeds.
14.14Property
Every route has property consequences.
A line that looks simple on a map may cross:
- private land;
- commercial properties;
- industrial land;
- municipal land;
- leased land;
- harbour property;
- redevelopment areas.
Before selecting a preferred corridor, the City should understand:
- property ownership;
- easements;
- access;
- potential acquisition;
- development rights;
- redevelopment plans;
- business impacts;
- residential impacts.
Preserve Corridors Early
One reason the Official Plan preserves future bridge corridors is that development can make a future public connection much more difficult or expensive.
We should continue protecting reasonable options while the study is underway.
Preserving a corridor does not mean approving a bridge.
It means avoiding a situation in which the community accidentally makes the future decision for itself by allowing a necessary route to disappear.
14.15Neighbourhood Impact
A bridge changes more than the water it crosses.
It changes streets on both sides.
Residents near a proposed route may experience:
- additional traffic;
- truck traffic;
- noise;
- lighting;
- property effects;
- pedestrian changes;
- new commercial opportunities;
- new connections;
- public-space improvements.
Those residents must be engaged early.
Do Not Hide the Trade-Off
A crossing may reduce traffic in one location while increasing it somewhere else.
That is not automatically wrong.
It should be visible.
The study should show:
Traffic expected to decrease here
and:
Traffic expected to increase here.
Residents deserve both sides of the map.
14.16Downtown Impact
One argument for an additional crossing is that it may allow some through traffic to avoid the downtown core.
That could create opportunities for:
- pedestrian-oriented streets;
- public-space improvements;
- reduced congestion;
- more comfortable downtown movement.
It could also divert customers or change existing traffic patterns.
Both effects should be investigated.
The Question
Would the crossing:
remove unwanted through traffic
or
remove useful destination traffic?
Those are not the same thing.
Downtown businesses should be directly involved in examining the answer.
This becomes particularly important alongside the proposed seasonal 2nd Avenue East pedestrian pilot.
Transportation policy should work as one system.
14.17Economic Development
Major transportation infrastructure can influence development.
A northern crossing could potentially affect:
- West Harbour redevelopment;
- East Harbour redevelopment;
- commercial access;
- industrial access;
- waterfront development;
- housing;
- tourism;
- healthcare;
- land value;
- investment.
These benefits should not be assumed.
They should be tested.
Development Value
Where a new crossing materially increases development potential, the business case should examine lawful ways in which growth can contribute to associated infrastructure rather than placing the entire cost on existing taxpayers.
The April 2026 adopted Official Plan already contemplates development contributions toward future bridge construction in appropriate harbour-development circumstances.
Any future contribution mechanism must be structured under applicable Ontario law.
14.18The Medical Centre Concept
The existing proposal also raises the idea of coordinating a future crossing with a relocated medical centre.
This should remain in the plan as a long-term concept to investigate, not a municipal promise.
Brightshores currently operates the Owen Sound Hospital at 1800 8th Street East. In 2026 it added four critical-care beds at the Owen Sound site, bringing the regional ICU to twelve beds.
Brightshores also adopted a new 2026 to 2031 strategic plan focused on modernizing care, connecting services and strengthening the regional health system. Its published plan does not establish a current proposal to relocate the Owen Sound Hospital.
That means the City should not present hospital relocation as though it has already been requested or approved.
The Proper Question
The City can instead ask Brightshores and Ontario:
What is the fifty-year future of regional healthcare infrastructure in Owen Sound, and should long-term municipal transportation and land planning preserve options that could support it?
That is a legitimate planning conversation.
Municipal Role
The City can contribute through:
- transportation;
- land-use planning;
- infrastructure;
- potential land discussions;
- emergency access;
- servicing;
- partnership.
The City cannot unilaterally decide where a regional hospital will operate.
Healthcare capital planning would require Brightshores, Ontario and other appropriate healthcare authorities.
Do Not Make the Bridge Depend on the Hospital
The crossing must have a transportation case on its own merits.
The hospital concept should have a healthcare case on its own merits.
If the two cases eventually support one another, that may produce a stronger regional project.
If the hospital remains at its present site, we should still know whether the crossing is justified.
14.19Healthcare Access
Even without relocation, healthcare should be part of the transportation study.
Measure access to:
- Owen Sound Hospital;
- emergency department;
- regional ICU;
- medical offices;
- community health services;
- long-term care;
- paramedic routes.
Regional Hospital Access
Owen Sound Hospital serves a regional population, not only City residents.
That means healthcare transportation can involve:
- Grey County;
- Bruce County;
- provincial highways;
- County roads;
- municipal roads.
A crossing that materially improves regional healthcare access may have a stronger case for senior-government partnership than a bridge serving only local convenience.
That benefit must be demonstrated with actual route and response information.
14.20Cost
We should not publish a current construction estimate for the bridge before undertaking current engineering work.
The 2010 Transportation Master Plan characterized the new river crossing as a high-cost alternative, but a sixteen-year-old planning study is not an appropriate basis for a 2026 capital promise.
The Year One study should establish order-of-magnitude costs for each viable alternative.
Include
- design;
- engineering;
- environmental work;
- Indigenous engagement;
- property;
- utility relocation;
- bridge structure;
- approaches;
- roads;
- cycling;
- sidewalks;
- lighting;
- stormwater;
- harbour accommodation;
- construction management;
- contingency;
- financing;
- annual maintenance;
- major lifecycle rehabilitation;
- operating cost if a movable bridge is considered.
Cost the Alternatives Equally
Do not compare:
complete bridge cost
with
partial intersection-improvement cost.
Each alternative must include the infrastructure required to make it actually work.
14.21Funding
The crossing should be treated as a potential regional and senior-government infrastructure partnership, not as a project Owen Sound property taxpayers should automatically finance alone.
Potential participants may include:
- City of Owen Sound;
- Grey County;
- Ontario;
- Canada;
- development contributions where lawful and appropriate;
- other project partners.
No contribution should be assumed until it is confirmed.
The Funding Case
Senior governments should receive a complete business case demonstrating benefits such as:
- regional transportation;
- emergency response;
- healthcare access;
- economic development;
- harbour development;
- active transportation;
- resilience;
- growth.
The ask should be:
Here is the problem.
Here is the evidence.
Here is the preferred solution.
Here is what Owen Sound is contributing.
Here is the regional benefit.
Here is what we are asking you to contribute.
That is stronger than simply asking for a bridge.
14.22No Grant-Driven Bridge
A large grant does not make a poor bridge a good project.
If another government offers substantial funding but Owen Sound would still inherit an unreasonable:
- maintenance cost;
- operating cost;
- debt burden;
- rehabilitation obligation;
Council should retain the ability to say no.

Residents should know what the ribbon cutting will eventually cost after everyone else goes home.
14.23The Year One Business Case
The first year of the term should be about answering the question, not pouring concrete.
First 100 Days
1. Establish the Study Mandate
Ask Council to direct the Transportation Master Plan update to explicitly examine the need for an additional northern east-west crossing.
2. Protect Existing Corridor Options
Confirm current planning protections and property conditions.
3. Assemble Existing Evidence
Collect:
- previous transportation studies;
- traffic information;
- emergency-response information;
- asset plans;
- harbour plans;
- development forecasts;
- property information.
4. Begin Partner Discussions
Meet:
- Grey County;
- Saugeen Ojibway Nation;
- Brightshores;
- Ontario transportation representatives;
- federal navigation officials as appropriate;
- harbour interests.
5. Define the Problem Publicly
Publish the questions the study is trying to answer.
Months 4 to 8
6. Collect Current Transportation Data
Including seasonal conditions where possible.
7. Map Emergency Routes
Working with appropriate emergency partners.
8. Identify Corridor Alternatives
Including existing-network improvements.
9. Complete Preliminary Environmental and Navigation Screening
Identify issues early.
10. Complete Preliminary Property Review
Determine what lands may be affected.
11. Begin Public Consultation
Present the problem before presenting the preferred answer.
Months 9 to 12
12. Preliminary Engineering
Develop viable concepts.
13. Order-of-Magnitude Costing
Calculate realistic capital and lifecycle ranges.
14. Compare Alternatives
Using public evaluation criteria.
15. Publish the Initial Business Case
The report should conclude one of four things:
Proceed to detailed study
Preserve the corridor but defer construction
Improve existing infrastructure instead
Do not proceed
All four are acceptable outcomes if supported by the evidence.

Before comparing routes, establish the criteria publicly.
Possible criteria include:

Does it reduce significant network problems?
Safety
Does it improve overall transportation safety?
Cost
What is the complete lifecycle cost?

How much property impact occurs?
Harbour
How does it affect navigation and harbour operations?

What environmental effects occur?
Indigenous Rights and Relationship
What rights, interests and concerns are engaged?
Active Transportation
Does it improve walking and cycling?
Transit
Does it create useful transit opportunities?

What is the effect on the River District?
Economic Development
What development or employment benefits are reasonably expected?

Can it realistically be built?

Is there a credible financing path?
The weighting should be disclosed.
A preferred route should not emerge from a formula nobody outside the consultant team can understand.
14.25The Both-Sides Report
Before a preferred option is selected, publish the strongest case for and against the crossing.
Case for a New Crossing Might Include
- transportation redundancy;
- emergency access;
- relief of existing corridors;
- active transportation;
- regional connectivity;
- harbour redevelopment;
- long-term growth.
Case Against Might Include
- capital cost;
- maintenance;
- environmental impact;
- harbour interference;
- property acquisition;
- neighbourhood traffic;
- limited transportation benefit;
- better lower-cost alternatives.
The final study must be able to survive both arguments.
If we can only make the project look good by hiding its strongest criticism, the case is not ready.
14.26Public Decision Gates
A project of this scale should not move from idea to construction through one Council vote.
Use decision gates.
Gate One: Is There a Problem?
Council approves further study only if the evidence identifies a meaningful transportation or resilience problem.
Gate Two: Is a New Crossing a Credible Solution?
Compare it against improvements to existing infrastructure.
Gate Three: Is There a Preferred Corridor?
Only after transportation, property, environmental, navigation and community review.
Gate Four: Is It Affordable?
Complete the financing and lifecycle analysis.
Gate Five: Are Required Partners Prepared to Participate?
Confirm funding and approvals.
Gate Six: Proceed or Stop
Construction authorization.
At any gate, Council should be able to say:
The evidence no longer supports proceeding.
Stopping a bad project after spending money on a study is less expensive than continuing a bad project because money was spent on the study.
14.27Public Scorecard
Until construction is authorized, the scorecard should measure planning, not imply the bridge is inevitable.
Year One Measures
- Transportation Master Plan update initiated;
- current traffic data collected;
- emergency partners consulted;
- Saugeen Ojibway Nation engagement begun;
- Brightshores discussion held;
- harbour and navigation issues identified;
- corridor options published;
- preliminary costs published;
- public consultations held;
- business case completed.
If the Project Advances
Later measures could include:
- environmental review;
- property agreements;
- federal approvals;
- provincial approvals;
- funding commitments;
- design;
- procurement;
- construction schedule;
- budget;
- change orders;
- final cost;
- transportation results after opening.
Measure the Outcome
If a bridge is ultimately built, return several years later and measure:
- travel time;
- emergency route performance;
- traffic redistribution;
- downtown traffic;
- cycling;
- pedestrian use;
- transit use;
- economic effect.
A bridge should eventually prove the case that was used to build it.
14.28Preserve the Option Even if We Wait
One possible outcome of the study is:
Owen Sound does not need the crossing today, but may need it twenty years from now.
That is still useful.
In that circumstance, the City should:
- preserve the preferred corridor;
- prevent incompatible development;
- update the cost periodically;
- monitor traffic;
- monitor emergency-response needs;
- review the decision at an established threshold.
Strategic patience can be good infrastructure planning.
Not every identified need has to become an immediate construction project.
14.29The Crossing as a City-Building Project
If the evidence eventually supports construction, we should think beyond transportation.
A major bridge could become part of the physical identity of Owen Sound.
That does not mean spending irresponsibly on architecture.
It means recognizing that a structure expected to remain for generations should consider:
- the harbour;
- views;
- waterfront public space;
- walking;
- cycling;
- lighting;
- neighbourhood connections;
- public access;
- Canadian engineering and design;
- durability.
A bridge can be infrastructure and public place at the same time.
The 2010 Transportation Master Plan recognized that an additional harbour crossing could create a new cycling and pedestrian connection and potentially contribute to making the harbour more of a people place.
If we ever build it, we should remember that opportunity.
The East-West Crossing Commitment
I believe Owen Sound should seriously investigate another major east-west connection.
I do not believe a responsible Mayor should promise a bridge before the evidence is complete.
So the commitment is this:
We will update the transportation evidence.
We will measure emergency-response needs.
We will examine improvements to existing infrastructure first.
We will preserve viable bridge corridors.
We will study the 14th Street West concept without forcing the final route.
We will include walking, cycling, transit and accessibility.
We will protect navigation and harbour activity.
We will engage Saugeen Ojibway Nation early.
We will examine environmental and property impacts before selecting a route.
We will speak with Brightshores about the long-term future of regional healthcare without pretending the City can relocate a hospital itself.
We will publish the complete lifecycle cost.
We will seek regional, provincial and federal partnership only after we can demonstrate the case.
And we will be prepared to stop if the evidence says the bridge is not the right answer.
The goal is not to build a bridge.
The goal is to make Owen Sound safer, more connected and more resilient.
If a bridge is the best way to accomplish that, we should build the case strongly enough that our partners can see it too.
If another solution is better, we should have the discipline to choose it.
Preserve the corridor. Prove the need. Compare the alternatives. Publish the numbers. Then build only what Owen Sound can defend for the next generation.
